Так как сам долгое время мучился с этим осликом, решил помочь тем кто ещё не нашёл решение с этим вопросом...
Если кто-нить не знает англицкого, или что-то не поймет, стучитесь в асю, друзья, обьясню.


Here are 7 simple steps to make emule download as fast as possible.
1- First you must share many manually chosen files. In order to do this, go to Options > Directories and select folders of your choice (ie. folders containing music/movies/etc.) you must have at least 500 files manually selected (ie selected for quality).
2- Now that you are sharing a lot of files, go to Shared Files, select all your shared files , right-click and choose priority *release* this will enable others to download faster from you, thus increasing your score allowing you to connect to the server quicker and skip forward in your own download queue.
3- remove the limits for up and download and select your connection type in the Wizard... in Options > Connection
4- in Options > Extended enable the option "Find best upload limit automatically" under "Upload SpeedSense" and extend the Queue size to 6,000.
5- Connect more to the servers named razorback or the donkeyserver and make sure you connect to the KAD network, When you see contacts' IDs become blue or green and are of type 1 or 0 and have an "Active" status, emule will download perfectly.
6- if you get messages such as emulefx or zambor or Di-emule or Disrael go to Options > Security and append "|FX|Zambor|Di-emule|Disrael" (without quotes) to the text in the "Filter messages" text area.
7- ah one last thing, go to Shared Files, select all, right-click and add a comment saying (download "Speedup Emule ABC Eng.txt" explains all) and press apply, that way everyone will become aware of this file.
As it is, you probably won't notice the improvements untill emule has been used for 2-3 days, the important thing is that you don't change your settings.
I for one have a connection of 4 mega and I download with an average of 130-150 kb/sec. with upload around 30 kb/sec.

раньше, со старыми настройками, мулу надо было где-нить час-полтора чтобы начать качать хотя бы на 15кб\с(у меня 256к адсл, т.е. 36-40 кб\с)
сейчас раскочегаривается за 10-15 мин, качает до 44 кб\с
